Large Multifamily Weatherization Project

“Wisconsin has always been a leader in weatherizing the homes of low income families, but now we are reaching out to help low income families in large apartment buildings by offering building owners a program to weatherize their large, multifamily buildings. This new program, supported with American Recovery and Reinvestment Act funds will provide families living in the units with lower utility bills and create jobs in the local economy.”

As part of the 2009 American Recovery and Reinvestment Act, Wisconsin Department of Administration received $141 million for weatherization programs for low and moderate income families. These Recovery funds will help expand the current weatherization program as well as fund a new initiative to weatherize 3,000 units in large multifamily buildings.
Owners of residential multifamily buildings are encouraged to apply for the Large Multifamily Weatherization Recovery Project if their building meets the following criteria:
· Twenty or more residential dwelling units in one structure
· Two-thirds of the tenants have an income at or below 60% of the state median income
Buildings selected for the project could receive heating system replacement, ventilation, insulation, reduction of air leakage and refrigerator replacement. For more details about the project and application process refer to Governor Doyle’s press release and the Project Fact Sheet.

Application Process
The deadline to apply for the Large Multifamily Weatherization Project was August 26.
Those who completed the online application indicated an initial level of interest. This does not obligate property owners to participate in the Large Multifamily Weatherization Recovery Project. DOA-Division of Energy Services will be targeting buildings based on a regional selection process.

After a building is selected for the Large Multifamily Weatherization Recovery Project the income eligibility of the tenants will be verified by DOA-Division of Energy Services and the property owner will be required to enter into a work agreement.
